Government Meeting

The Government held its meeting under the chairmanship of Noe Zhordania to discuss the appointment of Mates of Ministers. The meeting decreed to prohibit all provinces to export wheat from Georgia.

New Name of the Legislative Council

The National Council’s meeting debated the new name of the Legislative Council. The proposition of the Social Democrats was upheld, and the Legislative Council was renamed the Parliament of Georgia. Noe Zhordania commented, “In that we renamed the National Council into Parliament, it did not turn into a parliament. Essentially, it remained the National Council.”

The National Council was renamed into the Parliament of Georgia. Noe Zhordania explained that renaming would not cause changes in its functions.

The People’s House hosted the Workers’ Convention with Noe Zhordania as a rapporteur.

Noe Zhordania opened the Conference of Representatives of the Transcaucasian Republics.

Six Months Anniversary of the Restoration of Independence

The six month anniversary of the restoration of Georgia’s independence was celebrated with a folk festival in the capital and a festive procession organized by the students of the Tbilisi State University from the university to the House of Government. Prime Minister Noe Zhordania and the Government’s members addressed the audience.

Extraordinary Parliament Meeting

Because of Armenia’s incursion, the Parliament of Georgia held an extraordinary meeting, with Chairman of the Government Noe Zhordania, Army Minister Grigol Giorgadze, and Commander Valiko Jugheli of the National Guard, other MPs, and representatives of national minorities delivering speeches. They unanimously condemned the attack and called for strengthening defense.

Rally

A large group of seasoned soldiers from the Gori Province arrived in Tbilisi, marching in military formation. They were joined by the local population in a rally proceeding to the Palace where they were greeted by Chairman of the Government Noe Zhordania and Interior Minister Noe Ramishvili.

The Law on the Muslim Community for Georgia

The Parliament of Georgia and Chairman of the Government Noe Zhordania adopted the Law on the Muslim Community for Georgia granting autonomy to Adjara within the republic of Georgia.

Festive Parade

A festive parade was held in from of the Palace of the Government to celebrate victory in the war with Armenia. Veterans of the war participated in the parade, which also featured army equipment. After the parade, airplanes flew over the Palace of the Government. The parade was supervised by Chairman of the Government Noe Zhordania.

Meeting with Forrestier-Walker

Noe Zhordania held a meeting with Commander Forrestier-Walker of the British Armies in the Caucasus, who practically prohibited the Georgian side from attacking Denikin who had just entered the Gagra District.

Constituent Assembly Meeting

The Constituent Assembly held a meeting putting Noe Zhordania in charge of forming and leading a new Cabinet.

Election to the Office of Chairman of the Government

The Constituent Assembly elected Noe Zhordania to the Office of Chairman of the Government who also served as the Supreme representative of the Republic of Georgia.

The death of Andreika Zhordania

Andreika Zhordania, Noe Zhordania’s third son, passed away.

Andreika Zhordania’s Body Transported

The body of Andreika Zhordania was transported from Tbilisi to Lanchkhuti. The viewing was attended by members of the Government and Constituent Assembly of Georgia, as well as ordinary citizens.

Letters of Sympathy

Chairman of the Government Noe Zhordania received letters of sympathy over the death of his son, Andreika Zhordania, from representatives of the Georgian Government, local self-governments, and armed forces.

Festive Prayer Service

At noon, the Polish community celebrated a festive prayer service to commemorate the May 3 Constitution of Poland. The service was attended by Chairman of the Government Noe Zhordania, Foreign Minister Evgeni Gegechkori, Deputy Chairman of the Constituent Assembly Alexandre Lomtatidze, and some members of the Government and Constituent Assembly.

Telegram to the Armenian Government

Chairman of the Georgian Government Noe Zhordania sent a telegram to the Chairman of the Government of the Republic of Armenia Khatisov, in which he offered help amid famine. “In reaffirming my sincere desire and our commitment to lending a helping hand to Armenia by ensuring transit for food supplies, I request from you to respond rapidly and issue a decree on the timely unloading and return of railroad cars presently found within the Republic of Armenia,” the telegram reads.

Delegation of the National Council of Armenians

The delegation of the National Council of Armenians held a meeting with Chairman of the Georgian Government Noe Zhordania and requested permit to hold elections to the National Council of Armenians. The meeting also discussed the state of affairs of the Armenians in the Sochi and Sokhumi Districts. The delegation appealed to the Chairman of the Government to delegate a commission to study the conditions of the Armenians in these districts.

Delegation of Georgia’s Muslim Community

A special railroad train delivered to Tbilisi the Chairman and representatives of the Council of Georgia’s Muslim Community to secure the approval of the Decree on the Council. At the station, they were greeted by members of the Government and Constituent Assembly of the Republic of Georgia, and the City Mayor. The representatives of Adjara’s population had previously held a meeting with Chairman of the Government Noe Zhordania.

Reception Honoring Nasib Bek Usubbekov

Noe Zhordania attended a reception at the Georgian Club honoring Chairman of the Azerbaijani Government Nasib Bek Usubbekov visiting Tbilisi.

Report in Sakartvelos Respublika Newspaper

Sakartvelos Respublika (Georgian Republic) published Noe Zhordania’s report on foreign and domestic policies, relations with neighboring nations, domestic activities, and the state of affairs in the judiciary and economy.

The Palace of Proletariat Opens

Tbilisi’s proletariat held an opening ceremony to celebrate the opening of its palace adorned with red flags and garlands. At noon, the hall was packed with workers, and the event was attended by representatives of the Constituent Assembly and Government, also representatives of Tbilisi’s self-government. Noe Zhordania delivered a speech.

Telegram from Azerbaijan

Chairman of the Government Noe Zhordania received a telegram from the Tatars living in the south-western section of Azerbaijan, in which they complained about Armenian attacks and urged Zhordania, “For the sake of humanity and justice, do not reject us and take measures to curb Armenians’ actions along the border.”

The Georgian Print Partnership started publishing a compilation of works by Noe Zhordania, one volume a months at 55 maneti per copy.

Meeting of Workers’ Delegates

Zubalashvili People’s House hosted, under the chairmanship of Noe Zhordania, a joint meeting of representatives of Tbilisi Council of Workers’ Delegates and all trade unions.

Recognition of Independence from Russia

An agreement of recognition of independence was signed with Russia, and Noe Zhordania delegated Grigol Uratadze to sign the document.

Zhordania’s Telegram to Grigol Uratadze

Chairman of the Government Noe Zhordania sent a telegram to Grigol Uratadze, a member of the Constituent Assembly, congratulating him on striking a treaty and pointing out his firm belief in the elimination of all misunderstanding between Russia and Georgia.

Meeting with Kiziki Residents

Chairman of the Government Noe Zhordania met with residents of Kiziki who expressed readiness to join the Government in defending the Zakatala District. Should the Government refuse the offer, the delegates said, they would defend the district on their own.

The opening ceremony of the People’s University was attended, among others, by Noe Zhordania and Karl Kautsky.

Reporting to the Constituent Assembly’s Meeting

Noe Zhordania, at the Constituent Assembly’s meeting, delivered a report on the draft Constitution. According to him, the goal was to create a constitution ensuring a Unitarian democratic republic, distribution of rights between central institutions, the people, and local government bodies.

At the Conference of the Workers’ Social Democratic Party of Georgia, Noe Zhordania delivered a report on Party Discipline. According to Zhordania, what undermined party discipline was the emergence of the opposition force gathering around Akhali Skhivi newspaper.

Sakhalkho Sakme newspaper published a list of items donated to the Defense Fund by prominent statespersons and their families. For example, Noe Zhordania donated a silver fork.

Big Celebration

A big celebration was held in Tbilisi to commemorate Georgia’s de jure recognition. The city was adorned with flowers and national flags.

Second Verdun

At the Constituent Assembly’s meeting, Noe Zhordania—unable, similar to the members of the Constituent Assembly, to hold back his excitement over the recent victories near Tbilisi—referred to Tbilisi as a Second Verdun.

Leaving Tbilisi

The Georgian army started to retreat. Zhordania left Tbilisi on the last departing train, subsequently spending two days in Kutaisi, and then settling in Batumi.
